Neck and chest reversal is a symptom of an asthma attack. Whilst it is difficult to inhale, tissues within the neck and the chest may also squeeze in with every breath. That is known as retraction and it means that not good amount of air is stepping into the lungs. They are a signal of a clinical emergency. Dial 911 or consult a physician immediately.
